The Federal Capture & Proposal Manager will be responsible for determining which agencies are buying PDG's services, how they are purchasing them, when relevant opportunities are expected, and what PDG must do to compete and win.

Key Responsibilities

  • Identify the contracting offices, program offices, small business offices, acquisition personnel, and decision-makers responsible for those purchases.
  • Analyze historical federal spending, contract awards, incumbent contractors, recompete dates, purchasing patterns, and agency procurement forecasts.
  • Use GSA eBuy, SAM.gov, USASpending.gov, FPDS, agency acquisition forecasts, GSA tools, and other market intelligence platforms to identify qualified opportunities.

  • Identify opportunities that may qualify for HUBZone, EDWOSB, woman-owned, or small-business set-aside consideration.
  • Develop recommendations for approaching agencies before solicitations are released.
  • Capture and Pipeline Management

  • Build and maintain a qualified federal pipeline organized by agency, service area, SIN, contract vehicle, estimated value, procurement stage, and anticipated solicitation date.
  • Establish qualification criteria and lead structured bid/no-bid reviews.
  • Evaluate each opportunity based on strategic alignment, customer access, competition, past performance, staffing capacity, pricing, partners, and probability of win.
  • Develop capture plans, win themes, competitive assessments, call plans, solution strategies, teaming strategies, and pursuit schedules.
  • Coordinate early positioning with agency program offices, contracting officers, small business specialists, and potential teaming partners.
  • Identify prime contractors and complementary small businesses for subcontracting, mentor-prot g , joint venture, and teaming opportunities.
  • Support capability briefings, industry days, matchmaking events, agency meetings, and partner discussions.
  • Track follow-up activities, action items, risks, decisions, and milestones for every active pursuit.
  • Provide leadership with clear recommendations regarding where PDG should invest its federal business-development resources.
  • GSA Schedule Growth

  • Develop a go-to-market strategy for each of PDG's awarded SINs.
  • Identify the federal agencies with the highest historical and projected spending under those SINs and related NAICS codes.
  • Monitor GSA eBuy and other government purchasing channels for relevant task-order opportunities.
  • Help position PDG's GSA Schedule as an accessible purchasing vehicle for agency customers.
  • Develop agency-facing capability statements, solution briefs, presentations, and outreach materials aligned with specific SINs and buyer needs.
  • Coordinate with leadership and contract-administration partners to maintain accurate pricing, labor categories, capabilities, and contract information.
  • Recommend modifications or additions to PDG's GSA Schedule based on customer demand and federal buying trends.
  • Track GSA sales activity and support compliance with applicable reporting and contract requirements.
  • Proposal Management

  • Lead the complete proposal lifecycle for RFIs, Sources Sought responses, RFQs, RFPs, task orders, and other federal submissions.
  • Analyze solicitation requirements, including Sections C, L, and M, attachments, amendments, evaluation criteria, and submission instructions.
  • Develop proposal schedules, outlines, compliance matrices, responsibility matrices, annotated outlines, writing assignments, and review calendars.
  • Facilitate solutioning sessions with technical leaders, delivery teams, subject-matter experts, business development, finance, human resources, and executive leadership.
  • Translate technical and operational concepts into clear, persuasive, and compliant proposal content.
  • Develop win themes, discriminators, executive summaries, management approaches, staffing plans, transition plans, quality-control plans, risk-management approaches, and past-performance narratives.
  • Lead Shipley-inspired color-team reviews, including Pink, Red, Gold, and final compliance reviews.
  • Manage questions, amendments, document versions, graphics, resumes, past performance, representations, certifications, and final production.
  • Ensure every submission is complete, compliant, compelling, professionally presented, and delivered on time.
  • Conduct post-submission debriefs and document lessons learned, evaluator feedback, and process improvements.
  • Pricing and Solution Development

  • Coordinate with finance and leadership to develop cost and pricing models that are competitive, compliant, and financially responsible.
  • Support the development of labor-category mappings, basis-of-estimate documentation, level-of-effort assumptions, staffing models, and delivery schedules.
  • Evaluate pricing considerations associated with GSA Schedule orders, firm-fixed-price work, time-and-materials engagements, and labor-hour contracts.
  • Work with delivery leaders to confirm that proposed solutions are realistic, appropriately resourced, and executable.
  • Assist with the development and negotiation of teaming agreements, nondisclosure agreements, workshare arrangements, and subcontractor inputs.
  • Process Development and Reporting

  • Develop and maintain PDG's federal capture and proposal management processes, templates, checklists, content library, and standard operating procedures.
  • Maintain current corporate information, certifications, past performance, resumes, project descriptions, technical narratives, and reusable proposal content.
  • Ensure opportunities, contacts, activities, deadlines, and supporting documents are accurately maintained in PDG's designated systems.
  • Provide weekly pipeline reporting that identifies progress, upcoming deadlines, stalled pursuits, risks, required decisions, and next actions.
  • Track federal growth metrics and use performance data to improve opportunity selection and win rates.
  • Partner with PDG leadership to establish quarterly and annual federal revenue goals.
